Robert W. Plaster Free Enterprise Center

Ensuring Building Code Compliance at UMKC

Kansas City, Missouri

Project Overview

The Robert W. Plaster Free Enterprise and Research Center is a five-story, 60,000-square-foot facility that now houses the UMKC School of Computing and Engineering. The design intends to be a “makerspace” to inspire innovation and creativity in problem-solving current and future technological and engineering challenges for faculty and undergraduate students.

The space was designed to house facilities related to virtual reality, a scanning electron microscope, data analytics lab space, a 3-D printing apparatus and a structural high bay. Its location was purposely chosen to be adjacent to the existing legacy home for computing and engineering education and research at UMKC, Flarsheim Hall.

GBA served as coordinator for the University of Missouri building permit services throughout the project.

Services included:

  • Establishing procedures to manage the building permit process with the University of Missouri System Authority Having Jurisdiction
  • Reviewing plans, specifications and construction documents for compliance with the University of Missouri adopted building codes
  • Reviewing deferred and construction submittals
  • Issuing building permits
  • Attending design, pre-construction and coordination meetings
  • Performing site visit inspections and delivering inspection reports
  • Issuing Temporary Certificates of Occupancy (TCO)
  • Issuing Final Certificates of Occupancy (FCO)
