Richard Harper, PE
Senior Project Manager | Roadway
Richard brings decades of transportation expertise to GBA, joining the team in 2024. He previously served as the Paris Area Engineer for the Texas Department of Transportation (TxDOT), where he led teams in construction administration, materials testing, project inspection, planning, design, and maintenance operations. Following his tenure at TxDOT, Richard contributed as Design Manager and Director of Contract Services at EST, Inc./WSB LLC from 2017 to 2024. At GBA, Richard focuses on project management, leveraging his deep knowledge of transportation design and operations to deliver successful outcomes.
